I am a fellow at the Brookings Institution in the John L. Thornton China Center where I focus on Chinese tech and industrial policy.

I am also a 2025 fellow with the Penn Project on the Future of US-China Relations. Previously, I was a postdoctoral researcher in the Sociology Department at Princeton University and an adjunct researcher at the RAND Corporation.

My research focuses on China’s tech development across a wide range of sectors, including AI, robotics, semiconductors, electric vehicles, and batteries. I’m working on a book on China’s tech-industrial policy under contract with Princeton University Press.

I write an influential newsletter called High Capacity focused on China’s tech development, industrial policy, and U.S.-China competition.

My research has been published in peer-reviewed academic journals, including Current Sociology, Asian Survey, and the Chinese Journal of Sociology. I have also published pieces in major media outlets, such as New York Times and Foreign Policy.

I have testified as an expert before the U.S.-China Economic and Security Review Commission.
